Bill is explaining the principle of mixing on the canvas. If you notice how Bill works, he always starts at the top of his canvas with the darker color. As he comes down the canvas the white on the canvas mixes with the color in his brush and automatically creates a lighter color. This is how Bill creates depth in his sky. By reversing this process, at the bottom of the canvas, he creates depth in his water.
This is one of the basic principles of Bill’s method of oil painting and is easily overlooked by many, particularly, beginning painters.
