Bill is barely touching the canvas with the fan brush. Particularly at the :17 second mark, the brush does not bend at all. He touches the canvas enough for the paint to be pulled off the brush. When the paint comes off the brush he is careful not to overwork the area. His touch becomes even lighter, if possible, to move the very top layer of paint.
This is a very light touch designed to create the illusion of moistness at the base of the rock.
