Make sure you watch this video clip in full screen mode so you can see how thick the paint is going on those trees. Bill has not thinned the paint, yet he’s painting on top of paint. What does that tell you? It should tell you either that bottom layer has dried enough to let the paint stay on and/or that bottom layer is still very thin. Most likely a combination of both.
Bill is just touching the canvas enough so that it grabs the paint and pulls the paint off the foliage brush. This is a very light touch. You can see the canvas flexing but Bill is not pounding the paint into the canvas.
Notice how the thick paint makes the trees stand away from the canvas almost like a bas relief. Thick paint is Bill’s trademark. It adds depth to his paintings and it can make your paintings stand out!
